El debate de hoy sobre las causas de la crisis financiera de 2008 está muy dirigido a la falta de una regulación precisa de los mercados financieros tratando de determinar las correcciones esenciales para evitar este tipo de situaciones terribles. Un tema central de este debate está relacionado con la importante necesidad de tomar decisiones fuertes y cambios en la estructura del sector financiero para evadir altos riesgos sistemáticos para las economías globales. Mirando hacia atrás podemos encontrar una larga discusión sobre la conveniencia de tener o no grandes instituciones bancarias haciendo funciones comerciales y de inversión. Algunos estudios habían orientado a los gobiernos a reglamentar sobre el tema. Como la Ley Glass-Steagall establecida en 1933, tras la crisis de 1929, que prohibía a los bancos actuar como intermediarios. Esta es conocida como la regulación más controvertida en la materia, dividió a las grandes instituciones bancarias en bancos comerciales y bancos de inversión. Esta regulación fue cumplida plenamente durante muchos años por las instituciones bancarias, sin embargo, durante las últimas 3 décadas, el mercado ha visto una liberalización "de facto" del sector bancario. Las regulaciones de las actividades bancarias se han reducido produciendo una ampliación de las instituciones bancarias con estructuras y actividades complejas.
Resumen
Today's debate about the causes of 2008 financial crisis is very aimed at the lack of accurate regulation of financial markets trying to determine essential corrections to avoid this kind of terrible situations. A main topic of this debate is related to the important need of making strong decisions and changes in the structure of the financial sector in order to evade high systematic risks for global economies. Looking backwards we can find a long discussion about the convenience of having big banking institutions doing commercial and investment functions or not. Some studies had guided the governments to make regulations about the subject. Such as the Glass- Steagall Act established in 1933, after 1929 crisis, which forbade banks to act as brokers. This is known as the most controversial regulation on the matter, it split big banking institutions into commercial banks and investment banks. This regulation was fully complied for many years by banking institutions, however, over the last 3 decades the market has seen a "de facto" liberalization of banking sector. Regulations of banks activities have been reduced producing a enlargement of banking institutions with complex structures and activities.
